1. Acceptance of Terms

By using our website, contacting us, or receiving services at our office, you agree to these Terms and our Privacy Policy. If you do not agree, do not use our site or services.

Note: MES is MVA-authorized to perform certain Tag & Title transactions, but we are not the MVA or a government agency.

2. Services Provided

MES offers, among other things:
Tag & Title Services (registrations, renewals, transfers, duplicate titles, plates, temp tags).
Identity & Document Services (passport photos, notary public, document translation, copy/fax; Livescan if offered).
Money & Payment Services (bill pay, money orders, money transfers via authorized providers).
Auto Consulting & Advisory (buy/sell consulting, valuations, export advisory, dealer support).
Shipping & Retail (DHL partner services, prepaid/SIMs, office supplies).

Services may have eligibility rules, ID requirements, and additional terms under state/federal law and third-party providers. We may update, limit, or discontinue any service at our discretion.

3. Eligibility

You must be at least 18 (or accompanied by a parent/guardian for minor services) and legally able to enter agreements. Valid government ID may be required.

4. No Legal, Tax, or Financial Advice

Information we provide is general and for convenience only. We do not provide legal, tax, immigration, or financial advice. Consult qualified professionals for those matters.

5. Fees & Payments

  • We disclose MES service fees before processing.

  • Government/third-party fees (e.g., MVA, carrier, CJIS, money transfer) are separate from our fees and are set by those entities.

  • Payment timing: fees are due when services are rendered. In-office payments only; current methods are listed on our site/footer.

  • We may change fees at any time before acceptance of a transaction.

6. Refunds, Corrections & Cancellations

  • Gov/third-party fees are generally non-refundable under their policies.

  • MES service fees are non-refundable once work begins (document review, data entry, submission, or appointment time reserved).

  • If an error is ours, we will correct or re-process at no additional MES service fee.

  • If an issue arises from your info/documents/eligibility, new gov/provider fees and additional MES service fees may apply.

  • We may decline or cancel a transaction if fraud is suspected or requirements are not met.

7. Third-Party Services & Terms

Some services are provided as an agent or through third-party systems (e.g., TitleTec/ART/NMVTIS, MVA/MDOT, DHL, MoneyGram/Western Union, CJIS/FBI). By using those services, you agree to the provider’s terms, ID checks, limits, holds, timelines, refund/dispute procedures, and liability limits.

8. Customer Responsibilities

You must provide true, complete, and current information and required documents; verify names, VINs, addresses, and selections before submission; respond promptly to requests; and comply with applicable laws. Presenting fraudulent, altered, or incomplete documents may result in refusal of service and reporting where required.

9. Communications; SMS/WhatsApp Consent

By contacting us, you consent to receive messages related to your inquiry/transaction (e.g., status, documents needed). You may opt out of SMS/WhatsApp at any time by replying STOP. Message/data rates may apply. See our Privacy Policy.

10. Intellectual Property & Acceptable Use

Site content, branding, and materials are owned by MES or licensors and protected by law. Do not copy, scrape, or misuse the site. Third-party names and logos indicate services offered or authorizations held and do not imply endorsement.

11. Disclaimers

Services are provided “as-is” and “as-available.” We do not warrant uninterrupted access to third-party systems or approval of any transaction. Timelines are estimates only.

12. Limitation of Liability

To the fullest extent permitted by law:

  • MES is not liable for indirect, incidental, special, consequential, or punitive damages (including lost time/profits/data).

  • MES’s total liability for any claim related to a specific service is limited to the MES service fees you paid for that service.
    This does not limit liability where prohibited by law.

13. Chargebacks

You agree not to initiate chargebacks for validly delivered services. We may contest chargebacks and suspend or refuse future services for abuse.

14. Governing Law & Venue

These Terms are governed by the laws of the State of Maryland. State and federal courts located in Maryland have exclusive jurisdiction and venue for disputes not subject to third-party dispute processes.

15. Changes to Terms

We may update these Terms at any time by posting a revised version with a new effective date. Continued use after changes means you accept the updated Terms.

16. Miscellaneous

If any provision is unenforceable, the rest remains in effect (severability). Failure to enforce isn’t a waiver. These Terms are the entire agreement regarding the site/services (entire agreement). We aren’t liable for delays outside our reasonable control (force majeure). You may not assign these Terms without our consent.
