How to Pay Maryland MVA Flags (EZ Pass, CCU & Insurance Lapse Explained)

Learn where to pay Maryland MVA vehicle flags including EZ Pass tolls, CCU collections, and insurance lapse issues. Avoid delays by paying the correct agency.

If your Maryland registration renewal is blocked because of a “flag,” the most important thing to understand is this:

👉 The MVA does not place all flags.
👉 And you do not always pay the MVA directly.

Different agencies place different types of vehicle flags. Paying the wrong place will not remove it.

This guide explains where to pay and who to contact.

Step 1: Identify Who Placed the Flag

Most common Maryland vehicle flags come from:

  • Maryland Transportation Authority (EZ Pass / toll violations)
  • Central Collection Unit (CCU)
  • Insurance compliance (MVA insurance division)

Before paying anything, confirm which agency is holding your account.

You can:

In some cases, MVA allows direct payment of certain fees through its website. But toll and collection accounts are handled separately.

1️⃣ EZ Pass / Toll Flags (DriveEZMD – MDTA)

If you used Maryland toll roads and payment was not processed, the flag usually comes from MDTA — not the MVA.

You do not pay this at the MVA unless it has already been transferred.

If you do not have an EZ Pass account and have not received a notice:

In many cases, paying early (before Notices of Toll Due are mailed) may reduce additional penalties.

Important:

  • Save your confirmation number.
  • Flag removal is not always immediate.
  • If the balance was sent to collections, MDTA may no longer accept payment.

2️⃣ CCU Flags (Central Collection Unit)

If unpaid tolls, insurance fines, or other state debts were transferred to collections, the account is handled by Maryland’s Central Collection Unit (CCU).

At that point:

  • You cannot pay MDTA.
  • You cannot clear it at a tag & title office.
  • You must pay CCU directly.

After payment, CCU electronically notifies MVA. This can take several business days.

3️⃣ Insurance Lapse Flags

If your vehicle insurance was cancelled or there was a gap in coverage, the MVA may issue:

  • Insurance compliance fines
  • Registration suspension
  • Vehicle flag

This type of issue is handled through insurance verification.

What To Do:

  1. Contact your insurance company immediately.
  2. Confirm your coverage dates.
  3. Ask them to electronically report proof of insurance to Maryland MVA.
  4. If there was a lapse, the MVA may assess fines based on the uninsured period.

You may be able to pay insurance fines through the official MVA website:

But paying fines does not replace the need for valid insurance coverage.

• Not saving payment confirmation

  • Title services

Frequently Asked Questions

How long does it take for a toll payment to clear an MVA flag?

It depends on whether the account is still with MDTA or already with CCU. Processing may take several business days after payment posts.

Can I renew my registration while a flag is active?

No. All flags must be cleared before renewal or new registration can be completed.

What if I never received a toll notice?

You can search and pay tolls using the DriveEZMD portal before formal Notices of Toll Due are mailed.

Does insurance automatically notify MVA?

Insurance companies report electronically, but coverage gaps or policy cancellations may still trigger compliance reviews.

Final Reminder

Before paying anything, confirm:

✔ Who placed the flag
✔ Where the balance is currently located
✔ Whether the account was transferred to collections

Paying the wrong agency will not remove the hold.
