How Much Are Tag and Title Fees in Maryland? State Fees Explained (2026)

Short answer: most of what you pay for tag and title in Maryland is the state’s own fees. A certificate of title is $200, vehicle excise tax is 6.5% of fair market value (with a general minimum of $41.60), and passenger-car registration runs $120.50, $125.50, or $191.50 a year by shipping weight, including the $40 EMS surcharge. Those amounts are the same at the Maryland MVA and at every licensed tag and title agent.

What varies is the private service fee an agent adds for handling the paperwork. That fee is not set by the state, so ask for it up front and ask for an itemized total before you pay. This guide covers the official state fees only. It is not a price list for Maryland Express Services, and it is not legal advice.

How much are tag and title fees in Maryland?

“Tag and title” usually means three state charges stacked together:

  1. Title certificate fee โ€” the MVA’s charge to issue a Maryland title
  2. Vehicle excise tax (titling tax) โ€” 6.5% of fair market value for most vehicles
  3. Registration (“tag”) fee โ€” plates and the registration card for your term

On top of that, a private tag and title office may charge its own service fee. A car dealer may also add a dealer processing fee, which is a separate line and is treated as part of the purchase price for excise-tax purposes under Maryland law. The table below lists the official state amounts from the MVA’s Fees & Payment Options page (verified October 14, 2026).

Maryland title fee and other title charges

Under Transportation Article ยง13-802 and the MVA fees page, common title certificate fees are:

Title itemState fee
New or used title certificate (most vehicles)$200
Rental vehicle title$100
Off-highway recreational vehicle (ORV) title$70
Moped or motor scooter title$40
Trailer under 3,000 lbs transferred to an eligible family member$100
Corrected title$80
Duplicate title$40
Salvage certificate (new or duplicate)$40

The $200 title fee applies whether you finish the job at an MVA branch or at a licensed agent. Agents do not set that number.

Maryland vehicle excise tax: 6.5% and the two minimums

Maryland calls this the titling tax or vehicle excise tax. The rate for most vehicles is 6.5% of fair market value. Rental vehicles use 3.5%. Both rates appear on the MVA fees page and in Transportation Article ยง13-809. House Bill 352 raised the non-rental rate to 6.5% effective July 1, 2025 (see the MVA HB 352 bulletin).

Worked example (purchase / private sale)

Suppose the taxable fair market value is $10,000 and the vehicle is not a rental:

  • $10,000 ร— 6.5% = $650 in excise tax
  • Add the $200 title fee and the registration for your weight class
  • Then add any agent service fee if you use a tag and title office

The MVA’s excise tax page explains how fair market value is set. For a recent private purchase, tax is based on the total purchase price or the valuation in the national used-car guide the MVA adopts (with a mileage adjustment). If the reported price is $500 or more below that guide value, the MVA may ask for supporting documents. Vehicles that are seven model years or older are taxed on the greater of the purchase price or a $640 minimum value, which is why the fees page lists a general minimum tax of $41.60 ($640 ร— 6.5%).

For a deeper walk-through of taxable price, see our Maryland vehicle excise tax calculation guide. A signed bill of sale helps document the purchase price when one is needed.

When the $100 figure applies (new residents / return-to-state)

Do not confuse the $41.60 general minimum with the $100 amount that shows up for many new-resident and return-to-state cases.

  • General minimum on the fees page: $41.60 for most titling-tax calculations tied to the $640 floor.
  • New resident within 60 days, vehicle 6 model years or newer: if your prior state’s tax rate was 6.5% or higher, the MVA excise page says you pay $100. If the prior rate was lower, you generally pay the difference between that rate and Maryland’s 6.5% (the MVA’s example: Virginia at 4% โ†’ pay 2.5% of retail value). If the prior rate was 0%, you pay the full 6.5%.
  • New resident within 60 days, vehicle 7 model years or older: usually $41.60 for vehicles or $20.80 for trailers, unless the prior state’s rate was 0%.
  • Moved more than 60 days ago: full 6.5% of retail value if the vehicle is 6 model years or newer; $41.60 (or $20.80 for trailers) if it is 7 or older.

Transportation Article ยง13-809(c)(3) also states a $100 minimum in the out-of-state credit subsection. The MVA’s public excise page and HB 352 bulletin describe when customers actually see $100 versus $41.60. Use the MVA page for your scenario, or ask before you pay. Full new-resident detail: excise tax when moving to Maryland. Active service members may qualify for an exemption with proof; that is handled under MVA military rules, not repeated here.

Maryland vehicle registration fees (passenger cars and Class M)

One-year Class A (passenger) and Class M (multipurpose) registration fees on the MVA fees page include the yearly $40 EMS surcharge:

Shipping weight1-year registration (incl. $40 EMS)
3,500 lbs or less$120.50
More than 3,500 lbs up to 3,700 lbs$125.50
Over 3,700 lbs$191.50

You can also renew for two or three years at many offices; the fee scales with the term. Motorcycles (Class D) are listed at $105 a year. Heavier trucks and other classes have their own lines on the fees page. Starting with registrations expiring in January 2025, zero-emission / battery-electric vehicles add a $125 yearly surcharge, and plug-in hybrids (PHEV) add $100, on top of the registration and EMS amounts.

Since January 2025, a two-payment schedule is available for one-year registrations only (not 2-year terms). A dealer or title service agency can set it up during a vehicle transaction. Details and eligibility rules are on the same fees page.

Other common Maryland MVA fees

ItemState fee
30-day temporary registration$50
Registration / tag transfer$15
Replacement tag$40
Additional or duplicate registration card or sticker$5
Non-resident permit$27 (no fee for eligible military members, spouses, and dependents)

Temporary registration is limited: Maryland allows one 30-day temporary registration in the usual case. See our 30-day temporary tag policy for what that means in practice.

How do tag and title places make money?

Licensed tag and title offices are private businesses. They collect the same state fees and taxes the MVA would collect, then add a service fee for reviewing your papers, running the electronic transaction, and issuing plates or a temp tag when the job qualifies.

A few practical points:

  • State fees are fixed. Title, excise tax, and registration do not change because you chose an agent instead of the MVA.
  • Service fees are not capped by the state. Each office sets its own. Ask for the service fee and a line-item total before you hand over payment.
  • Ask what is included. Copies, flag checks, after-hours work, or rush handling may be separate at some offices.
  • Say no to add-ons you did not request. Common complaints online are about unrequested multi-year tags or a “service fee” that was never quoted.

That is the honest answer to “how do tag and title places make money”: they charge for convenience, hours, and help with paperwork, on top of the state’s bill. Whether that is worth it depends on your timeline, the complexity of the transfer, and whether you can get an MVA appointment. Our how to choose a tag and title agent guide walks through that tradeoff without quoting anyone’s private fee.

At Maryland Express Services, we separate the state fees from our service fee before you pay, and we give you an itemized receipt every time.

Dealer processing fees are different

If you buy from a licensed dealer, you may see a dealer processing fee (sometimes called a doc fee) on the buyer’s order. That is the dealer’s charge for preparing the sale paperwork. It is not the same as a tag and title agent’s service fee.

Under ยง13-809, “total purchase price” for a dealer sale includes any dealer processing charge. So that line can increase the amount the 6.5% excise tax is calculated on. When you compare quotes, separate:

  1. Dealer price of the car
  2. Dealer processing fee
  3. State title + excise + registration
  4. Any tag and title agent service fee, if a private agent is involved instead of the dealer finishing the tags

Sample total: what "tag and title" can look like

Here is a sample stack for a non-rental passenger car with a $10,000 taxable value and shipping weight under 3,500 lbs, titled and registered for one year. It uses only official state numbers:

LineAmount
Title certificate$200
Excise tax ($10,000 ร— 6.5%)$650
1-year registration (โ‰ค3,500 lbs, incl. EMS)$120.50
State subtotal$970.50
Agent or dealer service / processing feeAsk up front (not a state fee)

Your real total will move with book value, weight, EV/PHEV surcharges, specialty plates, liens, and whether you need a $50 temporary registration before a safety inspection. Use the MVA fee estimator for a starting point, then confirm against the current MVA fees page.

What to bring so you are not surprised at the counter

Fees are only half the visit. Bring the documents the transaction needs so the quote you get is the quote you pay:

  • Photo ID
  • Signed and assigned title (or MCO for a new vehicle)
  • Maryland insurance information (company and policy or binder number)
  • Bill of sale when required for price support
  • Lien payoff letter if a lender is involved
  • Safety inspection certificate when the vehicle needs one for permanent plates

Our Maryland tag and title checklist lists the usual paperwork. For what licensed agents can and cannot do (driver’s licenses stay with the MVA), see what we can and cannot do.

Frequently asked questions

How much are tag and title fees in Maryland?

Most of the total is state fees: a $200 title certificate for most vehicles, 6.5% vehicle excise tax on fair market value (general minimum $41.60), and registration that runs $120.50, $125.50, or $191.50 a year for Class A/M cars by weight, including the $40 EMS surcharge. A licensed agent may add a separate service fee.

Are MVA fees the same at a tag and title agent?

Yes. Official title, excise tax, and registration amounts are set by the state and are the same at the MVA and at every licensed agent. What changes is the agent’s private service fee.

How do tag and title places make money?

They charge a service fee on top of the state fees for handling the transaction. Service fees are not capped by Maryland, so ask for the fee and an itemized total before you pay.

How much is Maryland vehicle excise tax?

6.5% of fair market value for most vehicles, and 3.5% for rental vehicles. The fees page lists a general minimum of $41.60. Some new-resident and return-to-state cases use a $100 figure when the prior state’s rate was 6.5% or higher. See the MVA excise tax page for your situation.

How much is a Maryland title transfer?

The certificate of title fee for most vehicles is $200. That is separate from registration and from any agent service fee. Moving existing plates to another vehicle you own is a $15 registration/tag transfer on the fees page.

What is a dealer processing fee in Maryland?

It is the dealer’s charge for preparing sale paperwork, not the MVA’s fee and not an agent’s service fee. Maryland law treats a dealer processing charge as part of the total purchase price used for excise tax.

How much does a 30-day temporary tag cost in Maryland?

The state fee for a temporary registration is $50. Maryland generally allows only one 30-day temporary registration for a vehicle.
