Who This Applies To
If you don’t have a Maryland driver’s license yet, you can still title and register your vehicle in Maryland with MES. The MVA lets you create a Maryland customer record (MDID) with a valid out-of-state license, as long as you give a Maryland address and the required documents. This includes:
- New Maryland residents still waiting on an MVA license appointment
- Students and temporary workers living in Maryland
- Military personnel and federal employees stationed in Maryland, using an out-of-state license or U.S. military ID
- Customers using a foreign passport with a valid visa
- Business owners titling a vehicle in an LLC, partnership, or corporate name
What You’ll Need
- Application for Certificate of Title (VR-005)
- The original title, signed and properly assigned (or other ownership document such as an out-of-state title or registration)
- Bill of sale or other proof of purchase
- Valid out-of-state driver’s license, ID card, passport, or U.S. military ID (used to create your MDID record)
- A Maryland address for the registration (residence, lease, or business address)
- An active Maryland auto insurance policy from a carrier licensed in Maryland (bring the company name and policy or binder number)
- A Maryland Safety Inspection certificate, or a Temporary Inspection Waiver (VR-129) for a 30-day temporary registration
- A lien release, or the lienholder’s contact information if there’s still a loan. MVA may process the title as a Hold Title while it requests the paper title from your lender (VR-056).
- Power of Attorney (VR-470) if someone else is signing for you
- For business-owned vehicles: Articles of Organization (or other formation documents) and the business EIN
Check your documents before you visit. Missing or mismatched information is the most common reason a registration gets delayed.

Steps to Get Maryland Tags Without a Maryland License
- Visit MES in Reisterstown with your title, bill of sale, and a valid ID.
- Give us your Maryland address and your Maryland insurance details.
- Sign your documents and pay the applicable fees and taxes.
- Once everything checks out (insurance, inspection or VR-129 waiver, taxes, liens or flags, and system availability), we can issue a 30-day temporary tag the same day, or permanent plates if your inspection is already done.
- After you pass inspection and any lien items are cleared, we convert your temporary tag to permanent Maryland plates.
Maryland Safety Inspection and Title Activation
Most used vehicles coming into Maryland must pass a Maryland Safety Inspection before they can get permanent registration. With a 30-day temporary tag, you can legally drive the vehicle to get the inspection done. When the vehicle passes, MES submits the inspection certificate and completes your registration. Passing inspection is what moves you from temporary tags to a permanent title and plates.
About Maryland Excise Tax (6.5%)
- Maryland charges a 6.5% vehicle excise (titling) tax for vehicles acquired on or after July 1, 2025. It’s based on the purchase price or the vehicle’s book value, whichever applies.
- New residents: if you already paid tax in your previous state, you may only owe the difference up to Maryland’s 6.5%. If the vehicle was titled in a state with a rate of 6.5% or higher, the excise tax is generally capped at $100.
- Minimum tax amounts apply in some cases. For example, vehicles 7 model years or older are taxed on at least a $640 value.
- MES reviews your paperwork and calculates the correct tax during your visit. You can also check MVA’s Excise Tax page.
Why Do This with MES?
We walk you through the process the right way, and you don’t need a Maryland driver’s license to start. If you’re new to Maryland or still using an out-of-state ID, we help you prepare your forms, verify your MDOT MVA Customer ID (MDID) through official channels, and submit your tag & title transaction electronically through Maryland’s ERT system when eligible. That saves you a trip to an MVA branch line.
MES does not issue state credentials or create MDIDs. The MDOT MVA handles those directly. All documents are uploaded and stored according to MDOT MVA’s ERT scanning standards and may be audited.

Frequently asked questions
Can I register a car in Maryland with an out-of-state driver’s license?
Yes. The MVA can create a Maryland customer record (MDID) from your valid out-of-state license, passport, or military ID, along with proof of a Maryland address. That way you can title and register now and switch your driver’s license later.
Can I get temporary tags without a Maryland license?
Yes. MES can issue a 30-day temporary registration using the VR-129 waiver, so you can drive to your inspection. The fee is $50.
Do I have to pass the Maryland inspection first?
Not to get started. If you don’t have an inspection yet, MES can issue a 30-day temporary tag while you get it done.
Do I need Maryland insurance first?
Yes. The vehicle needs an active Maryland insurance policy before MES can issue a registration or temporary tags.
Can I register under my business name instead of my personal name?
Yes. Bring your Articles of Organization or other LLC or company paperwork and your business EIN.
What happens when I get my Maryland driver’s license?
Your Maryland title and plates stay valid, so you don’t need to redo your vehicle paperwork. Your MVA customer record is updated as part of the MVA’s license process. On your next visit, MES will confirm your information is accurate.
What if my out-of-state title still has a lien?
You’ll need a lien release or the lienholder’s authorization or contact details. In many cases the MVA processes the transaction as a Hold Title and requests the title from your lender (VR-056). MES will tell you which form applies.
What taxes and fees should I expect?
Excise tax is 6.5% of the vehicle’s taxable value, plus a $200 title fee and a lien filing fee if there’s a loan. New residents may get credit for tax already paid to another state.
