You found the right car on Facebook Marketplace, got the safety inspection done, and drove off with your new tags. A few months later, a notice shows up about an emissions test. Didn’t the car already pass inspection?

It did, but that was a different test. Here’s what used-car buyers in Reisterstown, Owings Mills and the rest of Baltimore County should know about Maryland’s Vehicle Emissions Inspection Program (VEIP). (Still shopping? Read our tips for buying from Facebook, Craigslist, or a private seller first.)
Safety inspection and VEIP are two different things
The Maryland Safety Inspection you got before titling checks that key parts of your vehicle are safe to drive. It does not test emissions. The MVA says it plainly: “Your vehicle emission was NOT tested as a part of the Maryland Safety Inspection.” (MVA)
VEIP is a separate test, run at state VEIP stations and self-service kiosks, and most vehicles need it every two years.
When does the VEIP notice come?
According to the MVA:
- Anyone who buys a used vehicle receives a VEIP test notice about four months after the vehicle is registered.
- The MVA emails the notice 8 weeks before the test is due. If you don’t have an email on file, it comes by U.S. mail about 6 to 8 weeks before the due date.
- After that, used vehicles test every 2 years.
Tip: if the seller gave you a recent VEIP certificate, the MVA says you can submit a copy to VEIP to update your record.
Lost the notice? You can bring your registration card to the test station instead, and a copy of the notice is in your myMVA account.
Does my car need VEIP?
Vehicles registered in these Maryland counties need VEIP: Anne Arundel, Baltimore City, Baltimore County, Calvert, Carroll, Cecil, Charles, Frederick, Harford, Howard, Montgomery,Prince George’s, Queen Anne’s, and Washington. That covers Reisterstown, Owings Mills, Glyndon, and Hampstead.
The MVA lists exempt vehicles on its extensions, exemptions and waivers page. Common ones include:
- 1995 or older vehicles under 8,500 lbs gross vehicle weight
- Vehicles powered solely by diesel or electricity
- Motorcycles
- Historic or antique vehicles
- New vehicles (and qualified hybrids) with their original owner for the first 72 months
Hybrids that run partly on gas do need testing once they’re past the new-vehicle window. A car you buy used isn’t covered by the original-owner exemption, because you’re not the original owner.
Where to get tested near Reisterstown
The closest full-service station is Owings Mills Vehicle Emissions Testing, 11510 Cronridge Dr., Owings Mills, MD 21117. MVA-posted hours:
- Monday, Thursday, Friday: 8:30 a.m. to 5 p.m.
- Tuesday and Wednesday: 7 a.m. to 7 p.m.
- Saturday: 7 a.m. to 1 p.m.
- Sunday: closed
It also has a 24/7 self-service kiosk. Kiosks work for model year 2005 or newer vehicles under 8,500 lbs and model year 2008 or newer under 14,000 lbs, and they accept credit cards only. The MVA says to expect longer waits between 9 a.m. and 6 p.m., especially Fridays and Saturdays.
Closer to Hampstead? The Westminster Vehicle Emissions Testing Station is at 50 Aileron Ct., Westminster, MD 21157, with the same hours.
Bring your vehicle, your registration card, your test notice, and payment.
What VEIP costs (state fees)
From the MVA’s VEIP page:
| Item | State fee |
|---|---|
| VEIP test at a station | $30 |
| Self-serve kiosk test | $26 |
| Late fee | $30, assessed the day after the due date and every 28 days after that |
If your car fails, the first retest is free. Bring the emissions certificate and diagnostic report to your mechanic. If you’ve spent at least $450 on emissions-related repairs and it still won’t pass, you may qualify for a repair waiver. See the MVA page for the rules.
Over 70, disabled, or spent $450 on repairs? See who qualifies for a Maryland emissions waiver.
Can’t make the deadline?
Ask for more time before your due date. The MVA lets you request an extension through myMVA (or the method on your notice) if the car is out of state, isn’t running, is waiting on parts or repairs, or you can’t get to a station in time. Wait at least 48 hours after the extension is accepted before testing. If you test by your new due date, you won’t be charged a late fee.
Out of state when the test is due? Check the MVA’s emissions testing reciprocity list to see whether a passing test from that state counts.
What happens if you ignore it
Late fees add up every 28 days, and it can get worse. Under Maryland regulations (COMAR 11.14.08.09), if a vehicle doesn’t pass, get a waiver, or get an extension by its date, the MVA sends a notice of suspension with a suspension date at least 15 days out. If it’s not resolved by then:
- the registration is suspended and the owner must return the plates,
- the MVA can order the plates confiscated, and
- registration renewal is denied until the vehicle is in compliance.
This can show up as a VEIP flag on your record. Our guide to Maryland MVA flag codes explains the common ones, our MVA flag finder can help you figure out what you’re looking at, and why MVA flags happen covers how to clear them without delays.
Is VEIP going away?
Not right now. Bills to repeal VEIP in the 2026 session (SB 106 and HB 183) had hearings but didn’t pass, so the program is still in effect.
How Maryland Express Services can help
We’re an MVA-licensed tag and title service at 25 Main St Ste C in Reisterstown, open 7 days a week with evening hours. We can’t run the emissions test (only VEIP stations and kiosks do that; see what a tag and title agent can and can’t do), but we can:
- handle your title transfer and registration when you buy a used car (see our tag and title checklist for what to bring),
- help you check your record if a flag is blocking your renewal, and
- process your registration renewal or replacement sticker once you’re clear (see sticker not received?).
Frequently asked questions
Does the Maryland safety inspection include an emissions test?
No. The MVA says emissions are not tested as part of the Maryland Safety Inspection. VEIP is a separate test.
When will I get a VEIP notice after buying a used car?
The MVA says used-vehicle buyers receive a VEIP test notice about four months after the vehicle’s registration date. Notices are emailed 8 weeks before the test is due, or mailed about 6 to 8 weeks before if no email is on file.
How much does a VEIP test cost?
The MVA lists the VEIP test fee as $30 at a station and $26 at a self-serve kiosk. The first retest after a failed test is free.
What is the VEIP late fee?
The MVA lists a $30 late fee, assessed the day after the due date and every 28 days after that.
Can I get more time for my VEIP test?
Yes, in some cases. You can request an extension through myMVA before your due date, for example if the vehicle is out of state, not running, or waiting on repairs. Wait at least 48 hours after the extension is accepted before testing.
What happens if I never get my car tested?
The MVA can suspend the registration, require you to return the plates, order the plates confiscated, and deny registration renewal until the vehicle is in compliance (COMAR 11.14.08.09).
Can a tag and title service do my VEIP test?
No. Only VEIP stations and self-service kiosks run the test. A tag and title service like ours can handle your title, registration, and renewals, and help you check your record for flags.
